北監獄典獄長戴壽南指出，全台各少年監獄與輔育院收容1500多名少年，有7成曾遭霸凌。

今日出版的《聯合報》報導，戴壽南在第三屆亞洲青少年人權高峰會指出，青少年校園霸凌事件如未妥善處理，青少年心理健康受傷，日積月累，可能爆發重大反社會事件。他舉鄭捷事件為例，鄭被羈押時，情緒不穩，北監教誨師輔導，發現鄭捷國中到高中階段曾遭霸凌，造成嚴重的心態不平衡與人格偏差。他痛心指出，全台各少年監獄及輔育院收容1500多名少年，有7成曾遭霸凌，顯示霸凌嚴重性。（即時新聞中心／綜合報導）
