行政院在4月29日核定各主管機關明（103）年度歲出概算額度時，要求各機關應持續撙節經常性支出，維持行政運作的的經常門預算統刪8％，人事費維持零成長。
主計總處說明，在今年經常門預算中，行政運作(一般基本需求)是刪減10％，人事費減1％；明年的一般基本需求是刪減8％，人事費零成長，已較今年預算籌編寬鬆。
關於明年度歲出概算額度核列原則，主計總處初估歲入將較102年度有所減少，包括減列一次性之4G釋照收入350億元及台糖公司減資繳庫141億元等，而依法律義務支出仍將持續擴增，如增列撥補國民年金應負擔款項不足數95億元、推動12年國民基本教育79億元等。
主計總處說，行政院於今年4月29日核定各主管機關明年度歲出概算額度時，仍要求各機關應持續撙節經常性支出，包括人事費維持零成長，其他基本需求則按負成長8%匡列，依法律義務支出及分年延續性計畫逐項核實匡列，公共建設計畫及科技發展計畫則請經建會與國科會在負成長8％至零成長範圍內，按優先順序區分為第一優先與第二優先，未來再視歲入籌措情形予以核列。
主計總處強調，明年度歲出仍將依施政優先順序再予增減調整。各主管機關年度概算業於5月20日前陸續報院審查，現正由本總處會同各相關審議機關進行初步審查，未來仍將依最新經濟情勢估測、歲入籌措情形及施政優先順序等，再據以辦理相關收支增減調整，並提報行政院會議通過後，依限於8月底前送請立法院審議。
